Pioneer Park Community Center Update - October 2007
Pioneer Community Center construction progressed well in September. Many construction milestones necessary to be completed for a January 2008 opening have been met this month including completion of flat roofing, concrete curbs, tennis court and parking lot bases, numerous concrete paths, playground site preparation and curbing, window frame installation, tennis court and parking lot light fixture installation.
With the start of October, we will expect to see the completion of masonry, landscaping, playground installation, barrel vault roof installation, pathway installation, parking lot and tennis court installation, window installation along with numerous other interior items. From this point forward, the weather is now our enemy.

Pioneer Park Community Center Update - March 21, 2007
The Pioneer Park Community Center construction project is well underway. Site and building demolition was completed prior to January 1, 2007 and the building pad was prepared for installation of footings and foundations in early January. However, the extremely cold temperatures late this winter kept workers from pouring footings and foundations until the first week of March when the weather finally moderated.
Weather permitting, and that is always the case in early spring, precast walls of the gymnasium are scheduled for installation the week of March 26. Roof trusses for the gymnasium and general masonry will follow immediately thereafter. As the spring months progress, the site will be prepared for the opening of the swimming pool and athletic field activities. As part of the preparation, just prior to the Memorial Day weekend, the main entry roadway from Grove Street will be reopened to the public to accommodate swimming pool and athletic field pickup and drop-off.
At the same time the main entry roadway reopens to the public, a 45-50 car portion of the ‘new’ parking lot will be made available for public use. Construction fencing currently in place will be relocated to the East to accomplish this goal. Tennis and basketball courts will remain closed at Pioneer this summer and fall.
At this time, staff is preparing to open the new Pioneer Park Community Center for programming and public use during the first week of January 2008.
Pioneer Park Community Center Project - November 6, 2006
On September 18, 2006 the Arlington Heights Village Board approved a request
submitted by the Arlington Heights Park District to construct
a new Pioneer Park Community Center and related park site improvements. Pioneer
Park is located at 500 S. Fernandez, Arlington Heights IL 60005.
The Demolition Phase of this project has been approved by the
Park Board and startup is currently awaiting receipt of Village and Cook County
permits. In preparation, construction fencing has been installed and the
Northeast quadrant of the park will be closed to the public, until further
notice, on Monday November 6, 2006. Construction is anticipated to begin shortly
thereafter.
Bids for the Construction Phase of the project will be opened
on November 8, 2006 at 2 PM local time. Bidding documents and information are
available by contacting B and H Industries, 80 W. Seegers Rd. Arlington Heights,
IL, phone number is 847-593-3161. There is a refundable fee of $100 per bid
packet. Following bid opening and review, park district staff and construction
manager will prepare a recommendation to accept the lowest responsive,
responsible bids to the Park Board at an upcoming Park Board meeting.

Pioneer Project Update - September 13,
2006
The Arlington Heights Village Board will hearing a request
submitted by the Arlington Heights Park District for a new
Pioneer Park Community Center and related Site Improvements.
The location of the park property is at 500 S. Fernandez,
Arlington Heights IL 60005.
This public meeting is open to all interested
individuals and will be held at the Arlington Heights Senior
Center, 1801 W. Central Road, Arlington Heights, Illinois,
at 8:00 p.m., on Monday, September 18, 2006.

Pioneer Project Update - July 25, 2006
A Public Hearing of the Village of Arlington Heights Plan
Commission has been scheduled for the following purpose:
- To amend the underlying Planned Unit Development ordinance
to allow construction of a 22,700 square foot multi-purpose
community building at Pioneer Park.
- To approve a special use to allow a 22,700 square foot
Community Center, Recreation Building (Municipal or Non-Municipal)
in a P-L, Public Lands District.
- To approve a variation from Chapter 28, Section 11.4
Schedule of Parking Requirements, to allow a reduction
to the minimum parking stalls from 669 to 115 stalls.
The location of the property is at 500 S. Fernandez, Arlington
Heights IL 60005
This hearing is open to the public and comments from the
public on the proposal are invited. Hearing on said petition
will be held by the Arlington Heights Plan Commission at
the Arlington Heights Senior Center, 1801 W. Central Road,
Arlington Heights, Illinois, at 7:30 p.m., on Wednesday,
August 9, 2006.
The Village of Arlington Heights requires that a notice
of this meeting shall be mailed to adjacent properties located
within 250' of Pioneer Park and signage installed at each
corner of the park.
Pioneer Project Update - April 13, 2006
Park District consultants presented Design Development
plans for the Pioneer Community Center Project to the Park
District Board of Commissioners on April 11, 2006. The Board
of Commissioners approved the Design Development plans as
presented and the consultants were directed to begin construction
drawings. As approved, the Community Center building square
footage will be approximately 22,700 square feet and the
suspended walking track, (estimated to cost $500,000) has
been removed from the project scope.
Park District staff have submitted Design Commission materials
for an upcoming public meeting date, to be established by
the Village. Plan Commission public hearing will also be
arranged by the village. Per Village of Arlington Heights
requirements, notice of the upcoming public hearing will
be mailed to all property owners within 250 feet of the
park perimeter and signage will be posted at two locations
within Pioneer Park. A notice will also be posted on this
Web site.
Pioneer Project Update - February 9, 2006
Park District staff presented the Schematic Design Phase
of the Pioneer Community Center Project to the Plat &
Sub Committee of the Village of Arlington Heights Plan Commission
on February 8, 2006. The meeting was the first step in the
Village review process and was not a public hearing. The
project was presented as approved by the Park Board on January
10, 2006. Initial comments at the February 8 meeting from
the Plan Commissioners were very positive with specific
comments directed at on-site parking concerns.
With this meeting complete, Park District staff will assemble
the required Plan Commission and Design Commission submittal
materials for a future public hearing date, to be established
by the Village. Per Village Plan Commission requirements,
notice of the upcoming public hearing will be mailed to
all property owners within 250 feet of the project and signage
will be posted at two locations within Pioneer Park. A notice
will also be posted on this Web site.
Pioneer Project Update - January 11, 2006
The Park Board approved the schematic design for the Pioneer
Park Community Center Project at their January 10, 2006
Regular Board meeting. The architect will now begin the
design development stage of the project. Staff will present
the schematic design to the Village of Arlington Heights
and begin the Village review process. The Village requirement
sequence includes reviews by the Plat & Sub Committee;
the Design Commission; the Plan Commission; and final approval
by the Village Board. The dates of these reviews have yet
to be determined.
There were modifications made from the conceptual plans
that the Park Board approved on October 25, 2005. As the
conceptual plans were further defined in schematic design,
it became apparent the cost to construct such a building
exceeded the budget. The major changes in the revised plans
were:
- the elimination of the first floor meeting room;
- relocating the two second floor program rooms to the
ground level;
- elimination of the second story of the building.
The building has been reduced from 31,972 to 28,085 square
feet. The proposed suspended walking track is still under
consideration, but might have to be eliminated due to cost.
The fate of the walking track feature will be determined
at the end of the Design Development stage. Should the suspended
track be eliminated, the size of the building becomes 22,692
square feet. The Design Development stage is expected to
be finalized by early to mid March.
